After his studies from 1865 until 1870 at the Brussels Academy of Fine Arts, Emile Hoetercikx was employed as a painter of decors at the Théatre de la Monnaie in Brussels and the Théatre de la Ville in Lille, France. In 1882 he stayed in Paris in the company of the sculptor Guillaume Charlier. After his return to Brussels he went to London. In the 1880's he lived in London and Dover but kept on participating in exhibitions in Brussels, e.g. from the group L'Essor. He also regularly participated on the Salon des Artistes français in Paris. From London he went for one year to Haarlem, where he designed objects. After his return to Brussels he concentrated on designing furniture and objects. From 1890 onwards he also instructed design at the Brussels Ecole des Arts et Métiers. He was also a teacher at the Academy of Ixelles.
Along with his activities as a designer Emile Hoeterickx also was active as a painter. Only a few oil paintings by his hand are known, executed in a loose impressionist style. More important are his watercolours. These show his refined and distinguished talent. Next to urban sights he painted landscapes, marines and views of the beach. Already during his stays in London and Paris he showed a preference for busy street-scenes. He was also active in Brussels, Haarlem and Ostend. Only a few genre-scenes exist. Hoeterickx regularly participated in the salons in Brussels and at the Exposition Universelle in Paris in 1900. He was rewarded with the order of King Leopold and his works were bought by the Brussels collector Henri Van Cutsem and the museums of Ixelles, Lille and Antwerp.
Emile Hoeterickx was one of the founders of the  Cercle des Aquarellistes de Bruxelles and annually participated in its exhibitions. Together with Maurice Hagemans, Henri Stacquet and Victor Uytterschaut he is considered as one of the most important Belgian watercolour-painters at the end of the 19th century. Hoeterickx became a member of the prestigious Brussels Société Royale belge des Aquarellistes in 1899.
